The new building, together with the two already existing ones - the current headquarters of the Department of Finance and the Ministry of Labor - make up a group designed to concentrate the services of the Central Government Administration in Cadiz. The public and representative nature of this group is required to grant a certain dignity to the free space between the buildings, especially the wide pedestrian plaza in front of the new building, starting from its privileged location opposite the Puerta de Tierra, an inevitable reference element.
The new building opens expressively onto this space, and the access, on a slow ascent, is equipped with a moderate solemnity. A large clock on one of the lateral facades contributes significantly to this same purpose. Two other entrances are planned, one for immigration services from Acacias street and another even more secondary entrance abutting the arcade side of the buildings on Andalusia Avenue.
The building volume has been shaped with attention paid to its demanding urban position, not merely opening it towards the Puerta de Tierra as has already been explained. The stepped silhouette acts as a start or the finish of the construction on Andalusia Avenue, paying attention as well to the situating of details such as the rectangle of the attics or the finishing of the lower porch.
The same is true in the Acacias St. zone where the high points are lowered in order to fit in precisely with the building currently in use that, with small interventions, could be functionally integrated with the new building.
The main requirement for an administrative building is its effectiveness. Passing the access and its corresponding security controls, the building is constructed around a leafy courtyard that is responsible, in large measure, for ensuring the comfort of building occupants. Workspaces are developed around this courtyard, with moderate centerline depths that will permit both their use as open work areas - especially towards the interior courtyard - as well as the subdivision into offices of various sizes towards the exterior.
The Government Representation Department and the Tax Department - the organisms with larger needs - occupy the two buildings that frame the access while other services are located in areas revolving around the courtyard.
